Bring LA Home: Partnership to End Homelessness
Bring LA Home is coordinated by the Los Angeles Coalition to End Hunger & Homelessness and the Los Angeles Homeless Services Authority, and is supported by a 65 member panel of individuals representing homeless service providers, labor, faith, government, philanthropy and business. Unlike many planning processes in the nation, Bring LA Home also has representatives on this panel that are formerly and currently homeless. The mission is to “prevent and end homelessness in Los Angeles County by creating and implementing a comprehensive, innovative, and realistic 10-year strategic plan to end homelessness.” This is a regional plan to end homelessness for all in our community, children, youth, single adults, families and seniors.

The convening committee of Bring LA Home! included former Los Angeles Mayor James Hahn, LA County Supervisors Yvonne Brathwaite Burke and Zev Yaroslavsky, Los Angeles County Sheriff Leroy Baca, Pasadena Mayor Bill Bogaard, Santa Monica Mayor Richard Bloom, Long Beach Mayor Beverly O’Neill and L.A. City Councilmembers Jan Perry, Wendy Greuel and Eric Garcetti.

The goal of this planning process is to develop a living document that will be used by county departments, cities throughout Los Angeles County, advocates and service providers to implement a campaign that will end homeless in 10 years.

See www.bringlahome.org for more details.

Current strategic planning processes: The goal of Bring LA Home is to release a comprehensive strategic implementation plan in February, 2006.

Currently the development of that plan has been divided into three planning groups that should have draft plans by September and October, 2005. The three groups are:

  1. Chronic homeless: The federal definition of this sub-population is that they are over 18, a single adult, homeless for more than one year with either a substance use issue and/or mental health issues. LAHSA has taken the lead in developing this plan
  2. Homeless families: LAHSA has taken the lead in developing this plan, co-chaired by LA County DPSS and Beyond Shelter. LACEH&H staff serve on this committee
  3. Homeless prevention and systems integration: This workgroup is staffed by the County Service Integration Branch and LACEH&H. This workgroup has three subcommittees:
    1. Income and employment: co-chaired by the LA County DPSS and LACEH&H
    2. Services: co-chaired by the LA County DHS and LACEH&H
    3. Housing: co-chaired by LA County CDC and Corporation for Supportive Housing

In addition, the Blue Ribbon Committee created the Resource Development Group to look at how this plan is going to be funded, through a combination of re-programmed existing funds and dedicated source[s] of revenue.
